Budget Work Session

These Budget Work Session Minutes were approved by the St. Armand Town Board on November 9, 2021.

A Budget Work Session of the Town of St. Armand was held on the above date and time at the Town Hall, Bloomingdale, NY, and virtually on-line.

BOARD MEMBERS PRESENT:

Town Supervisor Davina Winemiller, Deputy Supervisor D. Joseph Bates, Councilperson Donald Amell, Councilperson Jennifer Fuller, and Councilperson Karl Law.
A quorum of the Board was in attendance.

TOWN EMPLOYEES PRESENT:

Town Justice Francis Whitelaw, Highway Superintendent Douglas Snickles, Wastewater Superintendent Stanley Ingison, Town Accountant Donna Bramer, and Town Clerk Barbara Darrah.

GUESTS:

There were no guests.

Notice was posted regarding the date of this meeting.

Supervisor Davina Winemiller called the Budget Work Session to order at 6:30 pm and asked all to join in saying the Pledge of Allegiance.

BUDGET WORK SESSION

The first budget work session of 2021 started with discussion of salaries and individual requests for increases.

Supervisor Winemiller invited Town Justice Francis Whitelaw to begin. Judge Whitelaw stated he was asking for a raise in salary in the amount of $1,000, due to increased requirements in the collection of fines and other clerical duties. In most Town courts there is a Court Clerk. Judge Whitelaw handles all duties of the Town Court.

Highway Superintendent Douglas Snickles was asking for an increase in salary. He stated he has been with the Town Highway Department for 32 years, and when the health insurance is taken off his salary, (approximately 5%) he is making the same as when he was a regular employee. Supervisor Winemiller added that the Teamsters Union would allow him to be on their insurance. She stated she will talk to Tish @ Burman Associates as to how that would affect the Cassavaugh’s (retiree) insurance. Winemiller stated she would report back at the next meeting.

Wastewater Superintendent Stanley Ingison’s current salary is $47,749.00. Stanley is contemplating retiring at the end of 2022 and will have to train a replacement therefore he is asking for $52,000.00, taking that into consideration. Discussion ensued as to what the replacement would have to complete for certification. Stanley said he would know by the end of December 2021 as to how he will stand financially to retire in December 2022. Supervisor Winemiller asked Stanley if he would be willing to stay on as a back-up operator. He agreed he would. There were no other questions for Stan.

Supervisor Winemiller stated there would be an automatic step raise of 2% for the Union members per the current Union contract. The contract is scheduled for renegotiation in 2022.

Tax Collector Nancy Heath requested a salary increase in the amount of 3%.

Town Clerk Barbara Darrah did not request a salary increase for 2022 for Town Clerk, Water and Sewer Clerk, Vital Records or Records Management.

A Fund:

Copies of the preliminary budget were distributed to the Board members at the beginning of the meeting. After the salaries were discussed, Supervisor Winemiller asked the Board to take a few moments and review the remaining A Fund appropriations and questions would be addressed afterward.

Don Amell asked about the appropriation in the Accountant – CE 1320.4 for $4,700.00 on page 1. The Info fund increased $100 from $1800.00 to $1900.00 every six months due to a software increase. The way Harris does their billing is twice per year rather than annual, and one of the billings fall in December, but it is for the following year. Donna is trying to contact them to change the billing amount to annual.

Jennifer Fuller asked about the Building & Grounds A1620.1 amount on page 2. It was $22,400. Supervisor Winemiller stated that was from moving the summer crew salaries from the Highway to General because they were mowing the Youth Field, Veterans Park and other duties that should not come out of the Highway fund. Winemiller stated this amount also includes the maintenance position she wants to create for the Town Hall. $16,000.00 is approximately $17.00 per hour.

Karl Law asked about A1420.4, Attorney fees. Donna Bramer replied that $6500.00 was budgeted, but $14,009.00 was spent on the Monroe Gladd case. In addition, there is still ongoing litigation for the Cure Cottage AMA property.

Don Amell asked about appropriation A1620.203 on page two in the amount of $2,000. Supervisor Winemiller stated that was a maintenance contingency and could be reduced if necessary. It is better to have the money set aside.

Joseph Bates inquired into Contingency Emergency Repairs A1990.400, asking if it can be used for anything in the A Fund? Winemiller reported this contingency can be used for anything in the A fund.

Karl Law referred to page 8, Social Security A9030.800 went up 1%. The budget was $14,000 for 2021 and now it is $16,000. Supervisor Winemiller explained that we had more employees and all employee funds, such as worker compensation, disability, will come from the A fund from now on. The Town’s unemployment quadrupled because of the Covid unemployment regulations and it being a more attractive option.

The Board ended the discussion on the A Fund and agreed to review the remainder of the budget at the next Budget Work Session scheduled for October 6, 2021, at 6:30 pm.

MOTION TO ADJOURN BUDGET WORK SESSION

Deputy Supervisor D. Joseph Bates made a Motion to end the Budget Work Session. The Motion was seconded by Councilperson Karl Law. The Budget Work Session ended at 8:01 pm.
