BUDGET WORK SESSION - October 11, 2017

A Special Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY, for the purpose of discussing and planning the 2018 Town Budget.
BOARD MEMBERS PRESENT:
Town Supervisor Charles Whitson, Jr., Deputy Supervisor D. Joseph Bates, Councilperson Donald Amell, Councilperson Jennifer Fuller, and Councilperson Dean Montroy.
TOWN EMPLOYEES PRESENT:
Accountant Tina Moody, Highway Deputy Superintendent Douglas Snickles, Town Clerk Barbara Darrah, Town Historian Davina Winemiller, and Town Assessor Donna Bramer.
Tish Biesemeyer, Burman Associates
Notice was posted regarding the date and time of this meeting.
Supervisor Whitson opened the meeting with the introduction of Tish Biesemeyer, Burman Associates. Tish presented the Town’s Health Insurance Excellus 2018 rates. The insurance rate increased 8.9% for 2018. The primary discussion regarded the Town’s changes in supervisory positions and the difference between Excellus and the Insurance carried by the Union. Specifically, Douglas Snickles, Deputy Highway Superintendent, is running for Highway Superintendent in the upcoming November Election. Currently, Douglas has Health Insurance with the Union. If he should win the election and become Highway Superintendent, he is eligible to choose either to belong to the Union insurance plan or the Town’s Health Insurance plan. Stanley Ingison, is also eligible to choose either Union insurance or the Town’s Health Insurance plan. A comparison was prepared showing what plans and what rates were available through the Town’ Health Insurance Plan. If they choose the Union Insurance, there is one Town retiree who would then need to find another insurance plan, as there would not be enough employees participating in the Town’s Health Insurance. The discussion was tabled until the following Budget work session on October 18, 2017, in order to research the Union Health Insurance rates and allow Douglas and Stanley to compare and choose.
The Board continued moving through the various expense accounts listed on the budget.
• Sewer Project Fund – stays the same for 2018. After November 2022, it will be gone. Eventually water debt will be close to zero.
• Water and Sewer Debt rates will need to be raised for 2018. Rates will be determined at the final Budget Work Session on October 25, 2017.
• There is no payment on the new Wastewater Truck. The funding came from the Sewer Project fund.
Supervisor Charles Whitson announced the Board would go into Executive session at 7:45 pm.
Supervisor Whitson adjourned the meeting at 9:45 pm. The next scheduled Budget Work Session is Wednesday, October 18th, 2017 at 6:30 pm at the Bloomingdale Town Hall.
