Thursday, November 4, 2021 – 6:00 pm 2020 Town Budget, 2022 Water and Sewer Rates

These Public Hearing Meeting Minutes were approved by the St. Armand Town Board on November 9, 2021.

Public Hearings for the Town of St. Armand were held on the above date and times at the Town Hall, 1702 NYS Route 3, Bloomingdale, NY, and virtually on-line.

BOARD MEMBERS PRESENT:

Town Supervisor Davina Winemiller, Deputy Supervisor D. Joseph Bates, Councilperson Donald Amell, Councilperson Jennifer Fuller, and Councilperson Karl Law.
A quorum of the Board was in attendance.

TOWN EMPLOYEES PRESENT:

Highway Superintendent Douglas Snickles, Water Technician Cory Skiff were present on the virtual meeting, Town Accountant Donna Bramer, and Town Clerk Barbara Darrah attended in person.

GUESTS:

There were no guests.

Notice was posted regarding the date and times of these Public Hearings.

Supervisor Davina Winemiller called the Public Hearing to order at 6:15 pm and asked all to join in saying the Pledge of Allegiance.

PUBLIC HEARINGS

Supervisor Winemiller asked Town Clerk Barbara Darrah to read the Public Notice aloud.

NOTICE IS HEREBY GIVEN that the Preliminary Budget for the Town of St. Armand for the fiscal year beginning January 1, 2022 has been completed and filed in the Town Clerk’s Office, St. Armand Town Hall, 1702 NYS Route 3, Bloomingdale, New York 12913 where it is available for inspection by any interested parties Monday through Thursday, 9:00 am to 3:00 pm.

FURTHER NOTICE IS HEREBY given that the Town Board of the Town of St. Armand will hold Public Hearings thereon at the St. Armand Town Hall, 1702 NYS Route 3, Bloomingdale, NY, and via webinar on Thursday, November 4, 2021, beginning at 6:00 pm for discussion on the 2022 Town budget and the Water and Sewer Rates for 2022 and that at such hearings, any person may be heard in favor or against any item(s) contained therein.

Pursuant to Section 108 of the Town Law, the proposed salaries of the Town’s elected officials are hereby specified as follows:
Supervisor (1) $30,525.00
Councilpersons (4) $5,624.00
Town Justice (1) $21,650.00
Town Clerk (1) $13,500.00
Tax Collector (1) $5,581.00
Highway Supt.(1) $66,654.90

PRELIMINARY BUDGET FOR 2022

Winemiller stated there were no guests present virtually other than Douglas Snickles and Cory Skiff. Winemiller displayed the last page of the Budget with the Tax Rates. Winemiller reported the Preliminary Budget is $2.00 under the Tax Cap Levy.

Winemiller asked if anyone had any questions, comments or concerns regarding the Preliminary Budget for 2022? There were no questions, comments or concerns.

WATER AND SEWER RATES FOR 2022

Supervisor Winemiller displayed the Water and Sewer Rate Worksheet to the Board members and others present.

For 2022, the Water and Sewer rates will be as follows: Water Usage $7.12, Water Debt $1.70, Sewer Usage $15.32, Sewer Debt $69.20, Water Improvements Capital Reserve Fund .50 and Water Emergency Capital Reserve Fund .50 each, per unit per quarter, Sewer Improvements Capital Reserve Fund $11.60 per unit per quarter. The 2022 rates are equivalent to a $13.55 increase per quarter per user on average from 2021 rates.

Winemiller asked if there were any questions, comments or concerns in regard to the 2022 Water and Sewer Rates? There were no questions, comments or concerns.

Winemiller is there anything, anyone wants to talk about the budget? Any other questions, comments or concerns for the Board?

MOTION TO ADJOURN THE PUBLIC HEARING

Deputy Supervisor D. Joseph Bates made a Motion to end the Public Hearing. The Motion was seconded by Councilperson Karl Law. The Public Hearing ended at 6:09 pm.
