TOWN OF ST. ARMAND
September 8, 2014

A Special Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.

PRESENT:

Town Supervisor Charles Whitson, Jr., Deputy Supervisor Sam Grimone, Councilperson Don Amell, Councilperson Jennifer Fuller, Councilperson D. Joseph Bates

TOWN EMPLOYEES PRESENT:

Town Clerk Davina Thurston, Code Enforcement Officer Robert Drosdowich

GUESTS:

Ray Tempestili, Tom Burman, Alexis Gill

Notice was sent to the Adirondack Daily Enterprise regarding this meeting.

Town Supervisor Charles Whitson, Jr. called the Meeting to order at 6:30 p.m.

Deputy Supervisor Sam Grimone led the Pledge of Allegiance.

LOCAL LAWS

Supervisor Whitson began the Special Board Meeting by stating that, on advice of our Attorney Leah Everhart of Miller, Mannix, Schachner & Hafner, LLC, we are no longer considering Zoning Laws, but Local Laws. Supervisor Whitson thanked each member of the Zoning Committee for their time and efforts.

LOCAL LAW TO ABATE PUBLIC NUISANCES

The Draft of this Law that was provided by Attorney Everhart was discussed at length. Several questions were brought forth. It was decided that Town Clerk Davina Thurston would email the questions to Attorney Everhart and would then email the clarifications to those present. The amounts of Penalties was discussed a great length. It was decided the amount of fine for first offense would not be more than $100.00, and a second offense not be more than $500.00. The Town Justice would be responsible for deciding the exact amount of each fine.

LOCAL LAW TO ABATE THE BURNING OF REFUSE

The Draft of this Law that was provided by Attorney Everhart was discussed at length. The Board recommended several changes and had a few questions for Attorney Everhart. It was decided that Town Clerk Davina Thurston would email the questions to Attorney Everhart and would then email the clarifications to those present.

MOTION TO ADJOURN

Deputy Supervisor Grimone made a motion to adjourn, seconded by Councilperson Bates. Supervisor Whitson adjourned the meeting at 7:53 pm.
