BUDGET WORK SESSION

A Public Hearing on the New Highway Garage and a Budget Work Session of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.

Town Supervisor Charles Whitson, Jr. called the board meeting to order at 6:39 p.m.
Supervisor Whitson led the Pledge of Allegiance.
PUBLIC HEARING ON NEW HIGHWAY GARAGE
Supervisor Whitson opened the hearing by thanking the Highway Garage Committee Members, Ollie Burgess, Chuck Bruce, Sheridan Swinyer and Paul Aery. Supervisor Whitson then gave an overview of the new highway garage project. Architect Ethan Hall gave details and answered questions from the Board and audience. Town Clerk Davina Thurston gave an update on the grants that have been submitted for this project. After discussion, the following Resolution was offered and read by Town Clerk Davina Thurston:
Resolution 43 of 2013 - New Highway Garage
RESOLUTION AUTHORIZING THE CONSTRUCTION
OF A NEW TOWN HIGHWAY GARAGE,
SUBJECT TO PERMISSIVE REFERENDUM
The following resolution was offered by Councilperson Dakin, who moved its adoption.
WHEREAS, the Town Board of the Town of St. Armand has determined that it is necessary for the Town to erect, construct, alter and build a new Town Highway Garage for the safety and general welfare of its residents and the necessary expansion of the existing garage on property owned by the Town of St. Armand located on NYS Route 3, Bloomingdale, New York, more particularly described in a deed recorded in the Office of the Essex County Clerk at Book 549, Page 94; and
WHEREAS, the Town Board has appointed a volunteer Committee to make recommendations for the new highway garage, and the Town Board has utilized the Committees recommendations for construction of such new highway garage, and
WHEREAS, the Town Board, by prior Resolution, has authorized its engineer, Ethan Peter Hall of Rucinski Hall Architecture, to provide detailed plans, specifications, estimates and maps for the erection and construction for a new Town of St. Armand Highway Garage and accessory structures, pursuant to Section 222 of the Town Law of the State of New York; and
WHEREAS, by prior Resolution, the Town Board has also authorized the purchase of certain land from Norman's Wholesale Grocery as a boundary line adjustment to the property line upon which the present Highway Garage is situate and upon which the new Highway Garage will be built; and
WHEREAS, the construction of the new Highway Garage will be in the same basic footprint as the old Town Highway Garage.
BE IT RESOLVED, that the Town Board of the Town of St. Armand has reviewed the engineering plans, specifications, estimates and map relative to the construction of a new Town of St. Armand Highway Garage as designed by Rucinski Hall Architecture, as well as the estimate of cost in the amount of $925,000.00 and does hereby authorize the construction of a new Town of St. Armand Highway Garage pursuant to such plans and specifications; and
BE IT FURTHER RESOLVED, that the Town of St. Armand Town Board has determined that this project is a Type II Action pursuant to Section 617.5 of the New York State Environmental Quality Review Act as the construction is the replacement of the existing Town of St. Armand Highway Garage and therefore no further environmental evaluation is required; and
BE IT FURTHER RESOLVED that this Resolution shall be subject to Permissive Referendum as required by Section 220 of the Town Law and subject to all requirements of Section 222 of all requirements of the Town Law. The Public shall have from November 1, 2013 to November 30th, 2013, to submit any or all such comments, agreements, disagreements' or other recommendations in writing to : Supervisor Charles Whitson, PO Box 338, Bloomingdale, NY 12913 or may deliver in person such letters to the Bloomingdale Town Hall, Monday through Friday, regular business hours during this time period.
Councilpersons Grimone, Fuller and Amell duly seconded this resolution, and adopted upon a roll-call vote from the Town Clerk, as follows:

Deputy Supervisor Grimone made a motion to adjourn the Public Hearing at 7:19 pm;
BUDGET WORK SESSION
Supervisor Whitson called the Budget Work Session to order at 7:28 pm.
Town Accountant Mike Kilroy led the discussion through the proposed budget and the changes that had been made during the last Budget Work Session. Discussion ensued and further changes to the Budget were made. It was decided to hold the Public Hearing for the 2014 Town Budget on Tuesday, November 12 at 6:15 pm at the Bloomingdale Town Hall.
