BUDGET WORK SESSION - October 25, 2017
These minutes were approved on November 9, 2016.
A Special Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY, for the purpose of discussing and planning the 2018 Town Budget.
BOARD MEMBERS PRESENT:
Town Supervisor Charles Whitson, Jr., Deputy Supervisor D. Joseph Bates, Councilperson Donald Amell, Councilperson Jennifer Fuller, and Councilperson Dean Montroy.
TOWN EMPLOYEES PRESENT:
Accountant Tina Moody, Highway Deputy Superintendent Douglas Snickles, Wastewater Superintendent Stanley Ingison, Town Clerk Barbara Darrah, Town Historian Davina Winemiller, and Town Assessor Donna Bramer.
Notice was posted regarding the date and time of this meeting.
Discussion ensued regarding the following topics:
• Employee Health Insurance – Supervisor Charles Whitson announced that Stanley Ingison and Douglas Snickles had made their decision regarding which Health insurance plan they chose. Stanley Ingison chose Excellus with Dental and Vision under Burman Associates at a cost of $10,509.00. The Town’s portion will be capped at $9500.00 and Stanley will pay the difference with 26 pay periods . Douglas Snickles also chose Excellus Family with Dental and Vision under Burman Associates at a cost of $30,313.00. The Town’s portion will be capped at $27,500.00 and Douglas will pay the difference with 26 pay periods. Supervisor Whitson thanked both men for their decisions.
• Town Accountant Tina Moody announced the Town’s budget now included a B fund, therefore there will be a General Town-wide Fund and an Outside Village Fund. Due to the new fund, some expenses and revenues have been moved around. Some of the Sales Tax was credited to General Fund, but should not have. Tina corrected these entries and these funds now stand where they should be.
Tina stated she is looking into a new accounting software that costs $3,000.00 per year.
Councilperson Donald Amell asked what the increase per $1,000 in property taxed would be? Donna Bramer stated the implied tax rate will be 6.583%. She calculated various amounts at the meeting. Supervisor Charles Whitson left the meeting for approximately 15 minutes and upon returning announced he had made a phone call. The current property tax revenue is $768,251.00 and in 2018 would be $786,303.00, a difference of $26,292.00, total. It was decided to accept the tax cap override as it sits. The public hearing and adoption of the Tax Cap Override Law is scheduled for Thursday, November 9th, 2017 at 5:45 pm.
• Town Accountant Tina Moody then reviewed the appropriations and revenue of the Water and Sewer funds for the preliminary budget. There are 315 Water Customers and 266 Sewer Customers/Units at this time. The current Water Usage rate is $4.25 per 1,000 gallons. It was proposed the water usage rate for 2018 should remain the same, $4.25 per 1,000 gallons. The current Water Debt rate is $32.00 per quarter. It was proposed the Water Debt rate should decrease to $26.50 per quarter.
The current Sewer Usage rate is $8.40 per 1,000 gallons. It was proposed the Sewer Usage rate be increased to $8.50 per thousand gallons, a .10 increase per 1,000 gallons. The current Sewer Debt rate is $75.00 per quarter. It was proposed the Sewer Debt rate should be increased to $85.00 per quarter, an increase of $10.00 per quarter.
The Town Board reviewed and approved the proposed amounts. A Resolution will be prepared for the November 9th, 2017, Regular Board Meeting.
Supervisor Charles Whitson announced the Town Board was going into Executive Session. The Board will be discussing the hiring of the new Code Enforcement Officer. The Executive Session began at 7:15 pm.
Supervisor Whitson adjourned the meeting at 7:55 pm.
