A Regular Board Meeting of the Town of St. Armand and a Public Hearing for CDBG Grant Funds was held on the above date at the Town Hall, Bloomingdale, NY. Notice was posted regarding the date of this meeting.

BOARD MEMBERS PRESENT:

Town Supervisor Charles Whitson, Jr., Deputy Supervisor Sam Grimone, Councilperson Don Amell, Councilperson Jennifer Fuller, Councilperson D. Joseph Bates

PUBLIC HEARING CDBG GRANT FUNDS

Supervisor Whitson called the Public Hearing to order at 6:31 pm. Deputy Supervisor Grimone led the Pledge of Allegiance.

Deputy Supervisor Grimone made a motion to waive the reading of the following Public Hearing notice, seconded by Councilperson Bates. All agreed. Motion carried.

NOTICE OF PUBLIC HEARING ON THE AWARDED COMMUNITY DEVELOPMENT BLOCK GRANT FOR THE BLOOMINGDALE WASTEWATER TREATMENT FACILITY

NOTICE IS HEREBY GIVEN that the Town of St. Armand was awarded an Community Development Block Grant (CDBG) Program administered by the New York State Office for Community Renewal (OCR), for the Program Year 2014. The CDBG program provides funding assistance for certain Economic Development, Public Facilities, and Housing Activities. The Town is notifying St. Armand area residents that they have a chance to comment on the currently funded Water Main and Solar Array which will operate the Wastewater Treatment Facility. The public hearing will provide an opportunity for attendees to ask questions and make comments regarding the funded project. Written questions or comments are welcome and can be directed to the Town Supervisor, Charles Whitson Jr., at the address and phone number provided at the end of this Notice. The Public Hearing will be held on Wednesday, October 13th, 2015, at 6:30 pm to afford an opportunity to review the details of the proposed projects, related issues and to comment before the construction phase of the project. The Town Office is an accessible facility; other accommodations for the persons with disabilities may be made upon advance notice. Written questions or comments may be sent to:

REGULAR BOARD MEETING

Supervisor Whitson called the Meeting to order at 6:47 p.m.

WATER DEPARTMENT MONTHLY REPORT

Water Superintendant Jeff Cotter reviewed his written report with the Board. This report is kept on file in the Office of the Town Clerk and is available for review by the general public upon request.

HIGHWAY SUPERINTENDENT'S REPORT

Highway Superintendent Roger Oliver gave the Board his verbal report. Topics for discussion included Sand, Tandem Truck, Mack, Salt, Rockledge Paving and Shouldering, Equipment Maintenance and Vehicle Repairs.

CODE ENFORCEMENT OFFICER'S REPORT

CEO Robert Hammond provided and reviewed his written report to the Board. This report is kept on file in the Office of the Town Clerk and is available for review by the general public upon request. CEO Hammond also made suggestions to changes in the fee schedule. Deputy Supervisor Grimone made a motion to accept the changes to the fee schedule, Councilperson Fuller seconded the motion. All agreed. Motion carried.

MOTION TO PAY MONTHLY BILLS

Deputy Supervisor Grimone made a motion to pay this month's bills; the motion was seconded by Councilperson Bates. All agreed. Motion carried

MONTHLY REPORT FROM THE SUPERVISOR

Supervisor Whitson gave the Board the Supervisor's monthly financial report. This report is kept on file in the Office of the Town Clerk and is available for review by the general public upon request. Councilperson Amell made a motion to accept the Supervisors report; Deputy Supervisor Grimone seconded the motion. All approved. Motion carried.

DONATION FOR LADIES AUXILIARY

Supervisor Whitson informed the Board that the Ladies Auxiliary for Bloomingdale Fire Department was requesting a donation to purchase a lap-top computer for the new sign being installed at the Fire House; the Ladies' would give the Town 5 years of free signage in exchange for the donation. Discussion ensued. Councilperson Amell made the motion to donate $400.00 to the Ladies Auxiliary, seconded by Councilperson Bates. All approved. Motion carried.

REVIEW AND APPROVAL OF PREVIOUS MINUTES

Councilperson Fuller made the Motion to approve minutes of the Regular Board Meeting Minutes of September 8, 2015 and the Budget Work Session Minutes of October 7, 2015. Councilperson Amell seconded the motion, all approved, motion carried.

TOWN CLERK MONTHLY REPORT

Town Clerk Davina Winemiller gave the Board the monthly report for September 2015. This report is kept on file in the Office of the Town Clerk, and is available to the general public upon request. Davina also informed the Board of the updating of Brookside Cemetery records.

WATER & SEWER BILLING MONTHLY REPORT

Water & Sewer Clerk Davina Winemiller gave the Board an oral report current water and sewer billing cycle.


NEW BUSINESS

RESOLUTION 46 of 2015 - Standard Work Day and Reporting

Councilperson Amell, who moved its adoption, offered the following resolution:

WHEREAS A Resolution of the Town Board of the Town of St. Armand approve the Standard Work Day and Reporting figures for the New York State Retirement System.

BE IT RESOLVED, that the Town of St. Armand hereby establishes the following standard work days for elected and appointed officials and will report the following days worked to the New York State and Local Employees' Retirement System based on the time keeping system records or the record of activities maintained and submitted by these officials to the supervisor of this body:

RESOLUTION 47 of 2015 – ACKNOWLEDGEMENT OF AUDIT CONDUCTED OF JUSTICE FUNDS

Deputy Supervisor Grimone, who moved its adoption, offered the following resolution:

WHEREAS, The Justice Court Fund must be audited each year, and

WHEREAS, an audit of the Justice Court Fund has been completed by Supervisor Charles Whitson, and

THEREFORE, LET IT BE RESOLVED that the Town Board acknowledges the audit was completed prior to October 13, 2015, and

BE IT FURTHER RESOLVED, that no issues or discrepancies were found.

This Resolution was duly seconded by Councilperson Bates and adopted by roll call vote as follows:

OLD BUSINESS

Discussion ensued regarding the electricity and wiring at the Youth Ball Field and Boosters utilizing the basement of the Youth Building to store their equipment. Deputy Supervisor Grimone donated two regulation size hockey nets to the Youth Program.

MOTION TO ADJOURN

Deputy Supervisor Grimone made a motion to adjourn, seconded by Councilpersons Fuller. Supervisor Whitson adjourned the meeting at 8:08 pm.
