2017 Budget Public Hearing and Budget Work Session

A Special Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.
BOARD MEMBERS PRESENT:
Town Supervisor Charles Whitson, Jr., Deputy Supervisor Don Amell, Councilperson Jennifer Fuller, Councilperson D. Joseph Bates, Councilperson Dean Montroy.
TOWN EMPLOYEES PRESENT:
Town Clerk Barbara Darrah.
Tom Burman, Diane Burman, Sandy Hayes, and Michael Kilroy
Notice was posted regarding the date and time of this meeting.
Supervisor Whitson called the meeting to order at 5:47 p.m.
Guest Thomas Burman led the Pledge of Allegiance.
Supervisor Whitson read the following Public Hearing Notice:
NOTICE IS HEREBY GIVEN that the Preliminary Budget of the Town of St. Armand for the fiscal year beginning January 1, 2017 has been completed and filed in the Town Clerk's Office, Town Hall, Bloomingdale, NY, where it is available for inspection by any interested parties Monday – Thursday, 9:00 am to 3:00 pm.
FURTHER NOTICE is hereby given that the Town Board of the Town of St. Armand, Essex County, New York will meet at the Town of St. Armand - Bloomingdale Town Hall, Essex County, NY, located at 1702 NYS Route 3, Bloomingdale, NY 12913-0338, on the 10th day of November, 2016 at 5:45 for the purposes of conducting a Public Hearing on introducing proposed Local Law No. 1 of 2016 entitled "A Local Law to Override the Tax Levy Limit Established in General Municipal Law, ss3-c".
FURTHER NOTICE is hereby given that the Town Board of the Town of St. Armand will hold a Public Hearing thereon at the Bloomingdale Town Hall on Thursday, November 10th at 6:00 pm, 2016, set forth above, the Town Board will consider this Local Law and hear all parties interested therein in favor or against any item(s) contained therein.
FURTHER NOTICE is hereby given that the regular monthly Town Board meeting will be conducted at the place and date set forth above at 6:30 pm, 2016, and that at such meeting any person may be heard in favor or against any item (s) contained in the proposed budget for 2017 therein.
Pursuant to Section 108 of the Town Law, the proposed salaries of the Town's elected officials are hereby specified:
• Supervisor (1) $30,525
• Council Members (4) $5,624
• Town Justice (1) $20,613
• Town Clerk (1) $12,483
• Tax Collector (1) $5,105
• Highway Superintendent (1) $56,985
Guest Michael Kilroy, previous Town of St. Armand Town Accountant, then presented the proposed Primary Budget Booklet and supplement town-wide budget to the board members and guests. The figures for appropriations and revenues along with the following topics were discussed in detail:
• COLA – Cost of Living Adjustment
• Salaries and annual raises
• Employee Health Insurance
• Employee Evaluations
• Water & Sewer Debt Services and Water Usage Fees
Supervisor Whitson asked all present if there were any questions. Guest Sandy Hayes asked if there was a penalty for going over the tax cap. Supervisor Whitson responded that there was no penalty for exceeding the tax cap.
Supervisor Whitson asked if there was any further questions. There were none.
The vote on the 2017 Budget will take place at the Regular Board Meeting at 6:30 pm, November 10, 2016, as per the Public Notice above.
The Special Meeting adjourned at 6:25 pm
