REGULAR BOARD MEETING

A Regular Board Meeting of the Town of St. Armand and a Public Hearing for CDBG Grant Funds was held on the above date at the Town Hall, Bloomingdale, NY. Notice was posted regarding the date of this meeting.

BOARD MEMBERS PRESENT:

Town Supervisor Charles Whitson , Jr., Deputy Supervisor Sam Grimone, Councilperson Don Amell , Councilperson Jennifer Fuller, Councilperson D. Joseph Bates
A quorum of the Board was in attendance.

TOWN EMPLOYEES PRESENT:

Town Clerk Davina Thurston, Water Superintendant Jeff Cotter, Code Enforcement Officer Robert Hammond, Sewer Superintendent Stan Ingison

GUEST:

Sandy Hayes, Jeff Tedford, Dean Montroy, Dean Everitt

Notice was posted regarding the date of this meeting.
Supervisor Whitson called the Public Hearing to order at 6:30 p.m.
Supervisor Whitson led the Pledge of Allegiance.

WATER DEPARTMENT MONTHLY REPORT

Water Superintendant Jeff Cotter reviewed his monthly written report. This report is kept on file in the Office of the Town Clerk and is available to any interested party for review.
Discussion ensued regarding the above report.

SEWER DEPARTMENT

CEO Robert Hammond reviewed his monthly written report. This report is kept on file in the Office of the Town Clerk and is available to any interested party for review.
Discussion ensued regarding the above report.

CODE ENFORCEMENT OFFICER'S REPORT

Supervisor Whitson led the discussion regarding posting the job for the Sewer Superintendent. It was decided more information should be acquired before posting the job.

MOTION TO PAY MONTHLY BILLS

Councilperson Fuller made a motion to pay this month’s bills; the motion was seconded by Councilperson Bates. All agreed. Motion carried.

MONTHLY REPORT FROM THE SUPERVISOR

Deputy Supervisor Grimone made a motion to accept the Supervisor Report, seconded by Councilperson Fuller, all approved, motion carried. This report is kept on file in the Office of the Town Clerk and is available to any interested party for review.

REVIEW AND APPROVAL OF PREVIOUS MINUTES

Councilperson Amell made the motion to approve the minuets of Regular Board Meeting October 13th, 2015, Special Board Meeting Budget Work Session October 14th, 2015, Special Board Meeting Budget Work Session October 28th, 2015, and Special Board Meeting Public Hearing November 4th, 2015, with one change. Motion seconded by Councilperson Fuller. All approved. Motion carried.

Town Clerk Davina Winemiller read the Clerk’s report. This report is kept on file in the Office of the Town Clerk and is available for review by any interested party.

WATER & SEWER BILLING MONTHLY REPORT

Water & Sewer Clerk Davina Winemiller read the Water & Sewer Receivables Report. This report is kept on file in the Office of the Town Clerk and is available for review by any interested party.


NEW BUSINESS

RESOLUTION 48 of 2015 – CHANGE OF WATER & SEWER RATES FOR 2016

Councilperson Bates, who moved its adoption, offered the following resolution:

WHEREAS, A Public Hearing was held on November 4, 2015 with regards to the 2016 Budget, and

WHEREAS, as the Town of St. Armand Water & Sewer District is currently operating on an “On-Consent” Order by the NYS DEC for our SPDES Permit, and

WHEREAS, the construction of a new Waste Water Treatment Plant is under-way, and

WHEREAS, some of the cost of this construction must be brought to the Users of the St. Armand Sewer District, and

NOW AND THEREFORE, let it be Resolved that the Water Debt Service shall decrease from $41.25 per quarter to $31.25 per quarter, and the Sewer Debt Service shall increase from $48.00 per quarter to $58.00 per quarter and the Sewer Usage Rate shall increase from $5.35 per 1,000 gallons to $6.35 per 1,000 gallons, and this new billing shall begin during the first quarter for 2016, as adopted in the 2016 Budget for the Town of St. Armand.

This Resolution was duly seconded by Deputy Supervisor Sam Grimone, and adopted by roll-call vote as follows: ALL AYE

RESOLUTION 49 of 2015 – WATER & SEWER CLERK FINANCIAL REPORT

Deputy Supervisor Grimone, who moved its adoption, offered the following resolution:

WHEREAS, the Water & Sewer Clerk Fund must be audited each year, and

THEREFORE, LET IT BE RESOLVED, that the St. Armand Town Board has accepted the audit and review of the Water & Sewer Clerk’s accounts, completed by Town Supervisor Charles Whitson, Jr., prior to November 10, 2015, and

BE IT FURTHER RESOLVED, that no issues or discrepancies were found.

This resolution was duly seconded by Councilperson Fuller and adopted by roll-call vote as follows: ALL AYE

RESOLUTION 50 of 2015 – TOWN CLERK FINANCIAL REPORT

Deputy Supervisor Grimone, who moved its adoption, offered the following resolution:

WHEREAS, the Town Clerk Fund must be audited each year, and

THEREFORE, LET IT BE RESOLVED, that the St. Armand Town Board has accepted the audit and review of the Town Clerk’s accounts, completed by Town Supervisor Charles Whitson, Jr., prior to November 10, 2015, and

BE IT FURTHER RESOLVED, that no issues or discrepancies were found.

This resolution was duly seconded by Councilperson Bates and adopted as follows: ALL AYE

RESOLUTION 51 of 2015 – Enter into Agreement with Village of Saranac Lake regarding Rockledge Water District

Councilperson Amell, who moved its adoption, offered the following resolution:

WHEREAS, the Town of St. Armand has been approached by the Village of Saranac Lake regarding the rules and regulations of the Rockledge, and

WHEREAS, the Village of Saranac Lake has historically provided the water to the Users’ of the Rockledge Water District Systems, and

THEREFORE, LET IT BE RESOLVED, that the St. Armand Town Board does hereby approved of the Agreement between St. Armand and the Village of Saranac Lake regarding the Rockledge Water District, and

BE IT FURTHER RESOLVED, Town Supervisor Charles Whitson, Jr., is hereby appointed to execute the aforementioned agreement with the Village of Saranac Lake.

This resolution was duly seconded by Councilperson Bates and adopted by roll-call vote as follows: ALL AYE

Resolution 52 of 2015 – Adopt the Town Budget for 2016

Councilperson Amell, who moved its adoption, offered the following resolution.

WHEREAS, A Resolution of the Town Board of the Town of St. Armand, authorizing the adoption of the 2016 Town Budget with a tax levy of all funds and districts in the amount of $726,549.00.

This Resolution was duly seconded by Councilperson Fuller and adopted by roll call vote as follows: ALL AYE


OLD BUSINESS

Discussion ensued regarding the Community Block Grant for Homeowners, Transfer Station, Brookside Cemetery, Health Insurance and the 2016 Budget.

MOTION TO ADJOURN

Deputy Supervisor Grimone made a motion to adjourn, seconded by Councilpersons Bates. Supervisor Whitson adjourned the meeting at 8:55 pm.
