A Regular Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.

BOARD MEMBERS PRESENT:

Town Supervisor Charles Whitson , Jr., Deputy Supervisor Donald Amell, Councilperson Jennifer Fuller, Councilperson D. Joseph Bates, Councilperson Dean Montroy
A quorum of the Board was in attendance.

TOWN EMPLOYEES PRESENT:

Town Clerk Davina Winemiller, Water Superintendant Jeff Cotter, Code Enforcement Office Robert Hammond

GUEST:

Sandy Hayes, Diane Chase


Notice was posted regarding the date of this meeting.

Supervisor Whitson called the Meeting to order at 6:33 p.m.

Councilperson Bates led the Pledge of Allegiance.

HIGHWAY DEPARTMENT MONTHLY REPORT

Highway Superintendent Roger Oliver was excused due to illness.

WATER DEPARTMENT MONTHLY REPORT

Water Superintendant Jeff Cotter gave a written report to the Board. This report will be kept on file in the Office of the Town Clerk and is available to any interested party for review. Discussion ensued regarding the report.

SEWER DEPARTMENT MONTHLY REPORT

Sewer Superintendent Stan Ingison was excused, but provided a written report for the Board. This report will be kept on file in the Office of the Town Clerk and is available to any interested party for review

YOUTH FIELD REQUEST

Diane Chase requested the use of the Youth Field for an Easter Egg Hunt on March 26th at 10:00 am and other community events. Discussion ensued. It was decided that Supervisor Whitson would give Diane the schedule for the Youth Field and she could plan community events when the park is not in use.

MOTION TO PAY MONTHLY BILLS

Councilperson Fuller made a motion to pay this month’s bills; the motion was seconded by Councilperson Bates. All agreed. Motion carried.

RUGBY LAWSUIT

Supervisor Whitson gave the Board a verbal update on the Rugby lawsuit. Discussion ensued.

BOILER INSPECTIONS

Supervisor Whitson informed the Board of the annual inspections on the boilers as required by New York State. Discussion ensued.

MONTHLY REPORT FROM THE SUPERVISOR

Supervisor Whitson informed the Board that the Supervisor Report for March is not completed due to not having yet received the monthly bank statements. The report will be emailed to them as soon as it is available. This report will be kept on file in the Office of the Town Clerk and is available to any interested party.

REVIEW AND APPROVAL OF PREVIOUS MINUTES

Councilperson Montroy made the motion to approve the minuets of Regular Board Meeting February 9, 2016. Motion seconded by Councilperson Amell. All approved. Motion carried.

TOWN CLERK MONTHLY REPORT

Town Clerk Davina Winemiller read the Clerk’s report. This report is kept on file in the Office of the Town Clerk and is available for review by any interested party.

WATER & SEWER BILLING MONTHLY REPORT

Water & Sewer Clerk Davina Winemiller read the Water & Sewer Receivables Report. This report is kept on file in the Office of the Town Clerk and is available for review by any interested party.

NEW BUSINESS

Resolution 18 of 2016 – 2016 Fire Contract with Bloomingdale Volunteer Fire Department

Deputy Supervisor Amell, who moved its adoption, offered the following resolution.

WHEREAS A Resolution of the Town Board of the Town of St. Armand, authorizing Town Supervisor Charles Whitson, Jr. to execute the 2016 Fire Contract with the Bloomingdale Volunteer Fire Department, and

WHEREAS the Bloomingdale Volunteer Fire Department has provided the services of fire protection pursuant to General Municipal Law Section 209-b and fire police protection pursuant to General Municipal Law Section 209-c to the Town of St. Armand, and

WHEREAS the Town Board for the Town of St. Armand agrees to the provisions set within the Bloomingdale Volunteer Fire Department Contract Agreement for the year 2016, and

NOW THEREFORE, LET IT BE RESOLVED that the Town Board for the Town of St. Armand shall abide by the Fire Contract Agreement for 2016, in the amount of $36,500.00 plus the Worker’s Compensation fee in the amount of $5,327.00.

This Resolution was duly seconded by Councilpersons Bates and Fuller and adopted by roll call vote as follows: ALL AYE

TOWN ACCOUNTANT

Supervisor Whitson led the discussion on the applicants for the Town Accountant position. April 1, 2016 will be Mike Kilroy’s last day. It was decided to hold interviews for the position on March 15, 2016 at 6:30 pm. Town Clerk Davina Winemiller will set up the interviews for that evening.

OLD BUSINESS

CODE ENFORCEMENT OFFICER'S REPORT

CEO Robert Hammond gave the Board his written report. This report will be kept on file in the Office of the Town Clerk and is available to any interested party for review. CEO Hammond led the discussion regarding updating the Local Law regarding Code Enforcement Activities. Discussion ensued. It was decided to hold a Special Board Meeting on March 29, 2016 at 6:30 pm to have a work session.

BALL FIELD

Discussion ensued regarding the request from the Bloomingdale Boosters to perform updates on the ball fields on Roosevelt Street. More information will be forthcoming at the next Board meeting.

FIRE ALARM SYSTEMS FOR THE WWTP AND RIVER RD PUMP STATION

Supervisor Whitson led the discussion on the options for the fire alarms. Discussion ensued. Further information required. Supervisor Whitson will report back to the Board via email.

MILEAGE AND VEHICLE FOR SEWER DEPARTMENT

Discussion ensued regarding the amount of mileage being paid to Sewer Superintendent Ingison. Discussion ensued. Supervisor Whitson informed the Board that we are trying to get a vehicle for the Sewer Department via the upcoming grants.

BACKGROUND CHECKS FOR YOUTH PROGRAM WORKERS

Sandy Hayes offered the use of the Boosters’ background check program for @ $13.00 per person. Discussion ensued.

MOTION TO ADJOURN

Councilperson Bates made the motion to adjourn the Regular Board Meeting at 7:50 pm, seconded by Councilperson Fuller. All approved. Motion carried.
