A Special Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.
Town Supervisor Charles Whitson, Jr., Deputy Supervisor Samuel Grimone, Councilperson Donald Amell, Councilperson Jennifer Fuller, Councilperson D. Joseph Bates

Notice was sent to the Adirondack Daily Enterprise regarding this meeting.
Town Supervisor Charles Whitson, Jr. called the Special Board Meeting to order at 6:35 p.m.
The Pledge of Allegiance was led by Supervisor Whitson.
Supervisor Whitson opened the meeting by introducing Jim Dugan, Erin Allison and Todd Hodgson all from AES Northeast. Jim Dugan spoke to the Board regarding the bids that were received for the wastewater treatment plant. Jim provided hand outs of the bids, written in order they were opened. Discussion ensued as each of the four parts to the bids were handed out:

Alternates for the General Contracting Bids were discussed:
Alternate #1 - install a 2 inch water main down River Road to get potable water to the site.
Alternate #2 - install a 6 inch water main down River Road to get potable water to the site.
Alternate #3 - install all new chain link fencing around perimeter of the wastewater treatment site.
Alternate #4 - DEDUCT - remove one third of the total amount of solar power to the site.
Alternate #5 - DEDCUT - remove all of the solar power to the site.

Jim gave the Board an additional hand-out, with options on how to proceed. Jim informed the Board of his recommendations, as determined with AES personnel associated with the Town of St. Armand Wastewater Treatment Facility Project. Discussion ensued.
RESOLUTION 44 of 2014 - Award Bids for Wastewater Treatment Facility
Councilperson Fuller, who moved the adoption, offered the following resolution:
WHEREAS The Town of St. Armand is in dire need of a new Wastewater Treatment Facility, and under contract with AES Northeast to provide all necessary architectural and mechanical specifications for such Facility, and
WHEREAS The Town of St. Armand Board has undertaken all necessary legal steps for Municipal Bidding according to New York State Law, and
WHEREAS, AES Northeast has provided the Town Board with recommendations for accepting such bids, and
WHEREAS, AES Northeast has recommended the Town Board accepts the following bids:
Contract CG - Riznick Construction Corporation - $3,112,442.00
Contract CG- Alternate #5, DEDUCT-Riznick Construction Corp. - ($ 148,268.00)
Contract P - Brockway Mechanical Systems, Inc. - $ 753,753.00
Contract M - Brockway Mechanical Systems, Inc. - $ 246,246.00
Contract E - Mountain Lake Electrical, Inc. - $ 382,000.00
GRAND TOTAL $4,346,173.00
FURTHER, The Town Board for the Town of St. Armand duly appoints Supervisor Charles Whitson, Jr., as having any and all authority to sign any necessary documentation regarding these bids, contracts, award letters, etc.
This resolution was duly seconded by Deputy Supervisor Grimone and was adopted by roll call vote as follows:

Deputy Supervisor Samuel Grimone made a motion to adjourned the meeting, Councilperson Fuller seconded the motion, meeting adjourned at 7:47PM.
