SPECIAL BOARD MEETING
TOWN OF ST. ARMAND
January 20, 2015

A Special Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.

Items on the Agenda: Brookside Cemetery Rules & Regulations, Local Laws, Office Space in the Town Hall, Code Enforcement Position, Executive Session

Town Supervisor Charles Whitson, Jr., Deputy Supervisor Sam Grimone, Councilperson Don Amell, Councilperson Jennifer Fuller, Councilperson D. Joseph Bates

TOWN EMPLOYEES PRESENT:

Town Clerk Davina Thurston

GUESTS:

Sandy Hayes, Jimmy Dakin, Charles (Tug) and Marla Duffy

Notice was posted regarding the date of this meeting.

Town Supervisor Charles Whitson, Jr. called the meeting to order at 6:35 p.m.

Supervisor Whitson led the Pledge of Allegiance.

BROOKSIDE CEMETERY RULES & REGULATIONS

Supervisor Whitson led the discussion regarding updated changes to the proposed rules and regulations. Discussion ensued and several changes were made. It was decided that Town Clerk Davina Thurston would update the document with the changes and provide it to the Board on the 10th of February, 2015, at the Regular Board Meeting.

LOCAL LAWS

Supervisor Whitson led the discussion regarding the proposed Nuisance Abatement Law and Burning Refuse Law. It was determined that the Burning Refuse Law was in order with no changes made. A Public Hearing on the Burning Refuse Law was scheduled for February 10th, 2015 at 6:30 PM at the Bloomingdale Town Hall. Discussion ensued regarding the Nuisance Abatement Law. It was decided that the Board needed further discussion on this Proposed Law. A Special Board Meeting work session for further review was scheduled for February 3rd, 2015 at 6:30 PM at the Bloomingdale Town Hall.

TOWN HALL OFFICE SPACE

Discussion ensued regarding the need for office space in the Town Hall. Several options were discussed, including the purchase of the Four Corner’s Diner and renovations of the upstairs. It was decided that both ideas should be researched further, and discussed at the February 10th Regular Board Meeting.

LIGHTING AT THE TOWN GARAGE

The bright light on the south side of the Town Garage was discussed. It was decided that the Board needed further information regarding the needs of the Highway Superintendent and the Insurance requirements. It was decided that this item would be further discussed at the February 10th Regular Board Meeting.

MOTION TO ADJOURN

Deputy Supervisor Grimone made a motion to adjourn the Special Board Meeting to enter Executive Session to discuss the applicants for the Code Enforcement Officer position and Employee Evaluations and Reviews, motion seconded by Councilperson Bates. Supervisor Whitson adjourned the meeting at 8:20 pm.

EXECUTIVE SESSION

Supervisor Whitson began the Executive Session to discuss Code Enforcement Officer Applicants and Town Employee Evaluations at 8:22 PM. Discussion ensued. Deputy Supervisor Grimone made the motion to adjourn the meeting at 9:14 PM, Councilperson Amell seconded the motion, all approved, meeting adjourned.
