REGULAR BOARD MEETING

These minutes were approved on January 12, 2016.

A Regular Board Meeting of the Town of St. Armand was held on the above date at the Town Hall, Bloomingdale, NY.

BOARD MEMBERS PRESENT:

Town Supervisor Charles Whitson , Jr., Deputy Supervisor Sam Grimone, Councilperson Don Amell , Councilperson Jennifer Fuller, Councilperson D. Joseph Bates
A quorum of the Board was in attendance.

TOWN EMPLOYEES PRESENT:

Town Clerk Davina Thurston, Water Superintendant Jeff Cotter, Code Enforcement Officer Robert Hammond, Highway Superintendent Roger Oliver, Clerk to the Supervisor Erica Neufeld

GUEST:

Sandy Hayes, Dean Montroy


Notice was posted regarding the date of this meeting.

Supervisor Whitson called the Meeting to order at 6:33 p.m.

Deputy Supervisor led the Pledge of Allegiance.

HIGHWAY DEPARTMENT MONTHLY REPORT

Highway Superintendent gave the Board a verbal report consisting of the following items:

    • Accident at the garage with the F550 truck

    • Ditching work on River Road, Prospect Street and other areas

    • Good weather means less usage of salt and sand

    • The Board approved the purchase of a new steam jenny for the Highway Department at a cost of $7400.00

    • Culvert repairs on River Road

    • Private road signs that are missing, had to order 6 new signs

CODE ENFORCEMENT OFFICER’S REPORT

CEO Robert Hammond reviewed his monthly written report. This report is kept on file in the Office of the Town Clerk and is available to any interested party for review. Discussion ensued regarding the above report.

SEWER DEPARTMENT EMPLOYMENT

Supervisor Whitson led the discussion regarding the posting of the job for the Sewer Superintendent. Currently, one application is on file, from current Sewer Superintendent Stan Ingison, the applications are due to the Supervisor by December 20, 2015.

MOTION TO PAY MONTHLY BILLS

Councilperson Amell made a motion to pay this month’s bills; the motion was seconded by Councilperson Fuller. Discussion ensued regarding the Verizon bill. All agreed. Motion carried

MONTHLY REPORT FROM THE SUPERVISOR

Deputy Supervisor Grimone made a motion to accept the Supervisor Report, seconded by Councilperson Amell, all approved, motion carried. This report is kept on file in the Office of the Town Clerk and is available to any interested party for review.

REVIEW AND APPROVAL OF PREVIOUS MINUTES

Councilperson Fullermade the motion to approve the minuets of Regular Board Meeting November 10th, 2015. Motion seconded by Deputy Supervisor Grimone. All approved. Motion carried.

TOWN CLERK MONTHLY REPORT

Town Clerk Davina Winemiller read the Clerk’s report. This report is kept on file in the Office of the Town Clerk and is available for review by any interested party.

WATER & SEWER BILLING MONTHLY REPORT

Water & Sewer Clerk Davina Winemiller read the Water & Sewer Receivables Report. This report is kept on file in the Office of the Town Clerk and is available for review by any interested party.

NEW BUSINESS

Resolution 52 of 2015 – 2015 Fire Contract with Village of Saranac Lake

Councilperson Bates, who moved its adoption, offered the following resolution.

WHEREAS A Resolution of the Town Board of the Town of St. Armand, authorizing Town Supervisor Charles Whitson, Jr. to execute the 2016 Fire Contract with the Village of Saranac Lake, and

WHEREAS the Village has provided the services of the Village of Saranac Lake Fire Department for fire protection and rescue services pursuant to General Municipal Law Section 209-b and fire police protection pursuant to General Municipal Law Section 209-c to the Town, and

WHEREAS the Town Board for the Town of St. Armand agrees to the provisions set within the Fire Contract Agreement for 2016,

NOW THEREFORE, LET IT BE RESOLVED that the Town Board for the Town of St. Armand shall abide by the Fire Contract Agreement for 2016, in the amount of $22,967.90

This Resolution was duly seconded by Councilperson Fuller and adopted by roll call vote as follows: ALL AYE

WATER DEPARTMENT MONTHLY REPORT

Water Superintendant Jeff Cotter arrived at the meeting and gave a verbal report, with a written to report to follow via email. This report will be kept on file in the Office of the Town Clerk and is available to any interested party for review. Discussion ensued regarding the oral report.

NEW BUSINESS, CONTINUED

Supervisor Whitson informed the Board of the need for the Sewer Project to borrow $160,000.00 from the General fund due to the ESD grant money not available until spring. Discussion ensued. Supervisor Whitson informed the Board that the Town Accountant and the NYS Comptroller’s Office was contacted and had agreed to this transaction. The Board agreed to allow the fund transfer to occur, with ESD grant funds paying back the general fund in the spring.

OLD BUSINESS

Discussion ensued regarding the Community Block Grant for Homeowners, Rockledge Water District agreement with Saranac Lake, Bloomingdale Boosters, equipment needs at the ball field, holiday decorations and asset management.

GUEST QUESTIONS

Sandy Hayes asked why the Town Highway Vehicles are left outside overnight, discussion ensued. Sandy asked about the 2014 Code Enforcement Annual Report, discussion ensued.

HOLIDAY RESOLUTION

Supervisor Grimone made a Happy Holiday Resolution to the attendees of the meeting.

MOTION TO ADJOURN

Deputy Supervisor Grimone made a motion to adjourn, seconded by Councilpersons Fuller. Supervisor Whitson adjourned the meeting at 8:15 pm.
